ECASD Board of Directors Hires Men’s Basketball Head Coach – Ellwood City, PA news

The Ellwood City Area School District Board of Trustees hired Scott Dibble to serve as the boys’ head basketball coach.

In 2019, Dibble stepped down after serving two seasons as Bishop Canevin’s women’s basketball head coach and two years prior as an assistant. The Crusaders have won WPIAL titles three of four years and were state runners-up in 2017 and 2018.

He also coached the women’s teams for three seasons at New Castle and a dozen at Erie’s Villa Maria, where his teams reached the final six times.

In addition, high school principal John Sovich and school police officer Brian Speer presented the safety and security plan to the board. It included a list of upcoming training for officers and staff at the school, as well as officer training that has already been completed.

  • Checks payable and wire transfers from the general fund in the amount of $1,118,900.24
  • The Secretary of the Board of Trustees/Business Manager will be authorized to invest school district funds, as permitted by Pennsylvania School Code Section 440.1, as they become available in fiscal year 2022- 23 with: Pennsylvania Local Government Investment Trust (PLGIT), Pennsylvania Local School District Liquid Asset Fund (PSDLAF), Pennsylvania Invest, PNC Bank and WesBanco Bank.
  • The Business Manager must be authorized, pursuant to Section 609 of the Pennsylvania Schools Code, to make the necessary budget transfers in preparation for the 2021-22 closing of cases.
  • General fund budget for fiscal year 2022-23 in the amount of $32,540,197
  • Set tax rates for fiscal year 2022-23 to include tax of $10.00 per capita, property tax mile at 17.54 mills, earned income tax at half percent, a real estate transfer tax at one-half percent and business tax Privilege/Local Service Tax at $5.00
  • Homestead/Farmstead Calculation and Resolution 2022-23 implementing the Homestead/Farmstead Exclusion at $15,001 or $263.12 for the 2022-23 tax year.
  • Allegheny County School Health Insurance Consortium (ACSHIC) medical insurance rates for the 2022-23 school year reflect an 8.0% increase.
  • The district has contracted with Mr. Brad Windhorst to create the district website and provide training to ECASD employees. The amount payable to Mr. Windhorst shall not exceed $5,000 for initial website setup. The District understands that there will be a cost of approximately $300 per year for the web hosting service. Mr. Windhorst will provide support thereafter at a cost of $35 per hour, at the request of the Superintendent or his designate.
  • The contract with EC Transit will be extended for another year to include the 2022-2023 school year, with an additional one-time $25,000 shared due to savings from the elimination of two bus trips.
  • A Cernica Engineering proposal for Perry Lower Intermediate Subsurface Soil Exploration be approved at a total cost for drilling, sampling and engineering services of $10,994.92

  • Agreement with Interim Healthcare to provide personal nursing services on morning and afternoon bus runs at an hourly rate of $50.00, an increase of $2.00 over the year last.
  • The Varsity Baseball team will travel to Florida for spring practice/games, one practice per day, one day at Universal Studios 2 Varsity and 2 JV games from Wednesday, March 15, 2023 through Monday, March 20, 2023 by air with the funds raised by students.

  • Agreement with River Therapies from August 2022 to June 2023 to provide mental health and behavioral services to students at a cost of $57.00 per hour.
  • Place the special education plan in the board minutes for community review for at least 28 days prior to the July 31, 2022 due date, per the PA Department of Special Education.
  • Agreement with Stat Staffing to provide nursing services at a rate of LPN – $49.88/hour and RN – $53.88 per hour with a minimum of 4 hours. An increase of $5.00 per hour over last year.
  • Agreement with the BVIU to provide access to the OverDrive School Digital Library for the 2022-2023 school year at a cost of $881.00
